I was born in the French Quarter in New Orleans, Louisiana in 1949, but my parents moved to Houston when I was about two years old. I grew up in Houston and was educated in public schools through high school.
I earned a B.A. with a foreign affairs major at the University of Virginia in 1971. I was a member of the Jefferson Literary and Debating Society and an active intercollegiate debater. I worked in the offshore oil patch in the summer.
I obtained a J.D. with Honors at the University of Texas School of Law in 1974. Upon graduation, I went to work at Houston Admiralty and Maritime law firm Royston, Rayzor, Vickery and Williams and earned partner status in 1980.
In 2008 I became General Counsel for Fugro, Inc. and served for five years. My final three years of active practice were with the Houston office of Jones Walker. Following retirement in 2015, I have consulted on a variety of cases.
I have served as Chair of the Offshore Industries Committee of the Maritime Law Association (MLA) of the United States and on the governing Board of the MLA. Since retirement, I teach and lead a seminar on admiralty and maritime law as an Adjunct Professor at the University of Texas School of Law.
